Smith was the son of former [Chichester](/source/Chichester_(UK_Parliament_constituency)) MP [John Abel Smith](/source/John_Abel_Smith) and Anne née Clarke-Jervoise.<ref name="debrett"/> He married Margaret Louisa Verney, daughter of [Robert Verney](/source/Robert_Verney%2C_17th_Baron_Willoughby_de_Broke) in 1874, and they had issue.<ref name="cracroft">{{cite web|title=Willoughby de Broke, Baron (E, 1491)|url=http://www.cracroftspeerage.co.uk/willoughbyb1491.htm|website=Cracroft's Peerage|publisher=Heraldic Media Limited|accessdate=15 March 2018|archive-url=https://web.archive.org/web/20120514021602/http://www.cracroftspeerage.co.uk/online/content/WilloughbyB1491.htm|archive-date=14 May 2012|url-status=live}}</ref>

He was a partner in the banking firm [Smith, Payne, and Smiths](/source/Smith's_Bank),<ref name="wodehouse"/> the first British bank believed to be formed outside London but later gaining a home on Lombard Street. Smith was elected a Liberal MP for [Penryn and Falmouth](/source/Penryn_and_Falmouth_(UK_Parliament_constituency)) at a [by-election in 1866](/source/1866_Penryn_and_Falmouth_by-election) but lost the seat at the [next general election in 1868](/source/1868_United_Kingdom_general_election).<ref name="craig1832">{{cite book|editor1-last=Craig|editor1-first=F.
