Armour was born in [Portsmouth, Dominica](/source/Portsmouth%2C_Dominica) to Trinidadian father Dr. Reginald F. He was a barrister for over 40 years and worked in other countries such as [Saint Kitts and Nevis](/source/Saint_Kitts_and_Nevis), [Trinidad and Tobago](/source/Trinidad_and_Tobago), [Anguilla](/source/Anguilla). Following a constitutional crisis and the departure of president [Fred Degazon](/source/Fred_Degazon), he became an interim head of state. After Degazon's formal resignation in February 1980, he turned his function over to newly elected [Aurelius Marie](/source/Aurelius_Marie). He then served as a minister in the government of [Eugenia Charles](/source/Eugenia_Charles). In 1985 he became deputy speaker of parliament. He was elected as a member of [House of Assembly of Dominica](/source/House_of_Assembly_of_Dominica) as a candidate of [Dominica Freedom Party](/source/Dominica_Freedom_Party)<ref>{{cite web |title=1990 General Election Results - Electoral Office |url=http://electoraloffice.gov.dm/past-general-elections/65-1990-general-election-results |website=electoraloffice.gov.dm}}</ref> and Dominica's Attorney General between 1990 and 1995.
