Jansen was born on June 17, 1948, in [Redfield, South Dakota](/source/Redfield%2C_South_Dakota). He completed an associate's degree in law enforcement and bachelor's degree in political science, both at the [University of South Dakota](/source/University_of_South_Dakota).
