# James Seng

**James Seng Ching Hong** (simplified Chinese: 庄振宏) is one of the [Internet pioneers](/source/List_of_Internet_pioneers) in [Singapore](/source/Singapore) and is recognized as an international expert in the Internet arena. He gave regular speeches at various forums on several Internet issues such as [IDN](/source/Internationalized_domain_names), [VoIP](/source/VoIP), [IPv6](/source/IPv6), [spam](/source/Spam_(electronic)), [OSS](/source/Open-source_software) and [Internet governance](/source/Internet_governance) issues.[1] Seng also participates actively in several standard organizations (such as [ISO](/source/International_Organization_for_Standardization)/[IEC](/source/International_Electrotechnical_Commission) [JTC1](/source/JTC1) and [IETF](/source/IETF)) and also served on the board/committee of several Internet organizations.[2][3]

## Biography

Seng started his career at [TechNet](/source/TechNet_(computer_network)), the first [Internet service provider](/source/Internet_service_provider) in Singapore, in 1993 when he was still a student at the [National University of Singapore](/source/National_University_of_Singapore). In late 1998, he co-founded i-DNS.net and served as the company's [Chief Technology Officer](/source/Chief_Technology_Officer) for 3 years. Under his guidance, the company expanded its presence worldwide.

Seng also developed several Internet [software](/source/Software) and services such as [PObox](/source/PObox) (1995), a web-based [email](/source/Email) and forwarding service which has been licensed and commercialized by [Singapore Press Holdings](/source/Singapore_Press_Holdings) now known as [PostOne](/source/PostOne) and Singapore [InfoMAP](/source/InfoMAP) (1994), the official website for Singapore, which is currently operated by [Infocomm Media Development Authority](/source/Infocomm_Media_Development_Authority) (IMDA).[4]

Seng was formerly the co-chair of the Internationalized Domain Names Working Group that is responsible for the standardization of IDN.[5]

Seng was formerly the [Assistant Director](/source/Assistant_Director) of [Enabler Technologies](/source/Enabler_Technologies) at the IMDA. His team is responsible for tracking emerging and [disruptive technologies](/source/Disruptive_technology) on the Internet, IP Telephony,[6] open source software, [information exchange](/source/Information_exchange), [social software](/source/Social_software), antispam and other related fields.

In 2008, Seng started Thymos Capital LLP, an incubator based in Singapore focusing in helping young entrepreneurs.[7]

Previously, Seng was the SVP of Technology of [PPLive](/source/PPLive).[8]

In 2017, Seng lobbied the office of US senator [Ted Cruz](/source/Ted_Cruz) to withdraw legislation to rename the street in front of the [Embassy of China in Washington, D.C.](/source/Embassy_of_China,_Washington,_D.C.) to "Liu Xiaobo Plaza" in honor of Chinese human rights activist [Liu Xiaobo](/source/Liu_Xiaobo).[9]

Seng received the 2019 Communications Quality & Reliability (CQR) Chairman's Award from [IEEE](/source/IEEE)'s Technical Committee.[10]
