The son of James Chalker and Mary Byrne,<ref name=sullivan/> he was born at St. John's in 1912<ref name=who/> and was educated at [Bishop Feild College](/source/Bishop_Feild_College) and [St. Andrew's College](/source/St._Andrew's_College%2C_Aurora) in [Aurora, Ontario](/source/Aurora%2C_Ontario). In 1937, he married Margaret L. Butt.<ref name=who>{{cite book |url=http://collections.mun.ca/cdm/ref/collection/cns_tools/id/17959 |title=Newfoundland Who's Who |year=1952 |page=21}}</ref> Before being elected to the Newfoundland assembly in 1949, Chalker was managing director of Chalker and Co. Ltd. and Newfoundland Lime Ltd.
