He was born in [Farnham, Quebec](/source/Farnham%2C_Quebec), and moved to British Columbia during the 1950s. He was employed as a railway supervisor.<ref name="quesnel"/> In 1973, he ran unsuccessfully for the leadership of the Social Credit party.<ref>{{cite news |url=https://news.google.com/newspapers?id=YJtlAAAAIBAJ&pg=6825,2812535 |title=Six Socreds in the corridor |last=Nichols |first=Marjorie |newspaper=[Vancouver Sun](/source/Vancouver_Sun) |page=6 |date=November 22, 1973 |accessdate=2012-02-04}}</ref> Chabot served in the provincial cabinet as Minister of Labour, Minister of Mines and Petroleum Resources, Minister of Lands, Parks and Housing, and Provincial Secretary and Minister of Government Services. He did not run for reelection in 1986.
