Gilbert was born on June 17, 1920, in [the Bronx](/source/the_Bronx), [New York City](/source/New_York_City). He attended the public schools and graduated from [St. John's College](/source/St._John's_University_(New_York_City)) and from [St. John's University School of Law](/source/St._John's_University_School_of_Law). He was admitted to the bar in 1944, and practiced law in New York City.

Gilbert was an Assistant Corporation Counsel of New York City from January 1949 to December 1950. He was a member of the [New York State Assembly](/source/New_York_State_Assembly) (Bronx Co., 4th D.) from 1951 to 1954, sitting in the [168th](/source/168th_New_York_State_Legislature) and [169th New York State Legislature](/source/169th_New_York_State_Legislature)s.
