A native of [Yanagawa, Fukuoka](/source/Yanagawa%2C_Fukuoka) and graduate of the [University of Tokyo](/source/University_of_Tokyo), he was a bureaucrat at the [Ministry of Construction](/source/Ministry_of_Land%2C_Infrastructure_and_Transport_(Japan)) from 1971 to 1988. He was elected to the House of Representatives for the first time in 1990.
