Born in [Sheffield, New Brunswick](/source/Sheffield%2C_New_Brunswick), the son of Isaac Burpee and Phoebe Coban, he was elected as a [Liberal](/source/Liberal_Party_of_Canada) to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) in [1872](/source/1872_Canadian_federal_election) representing the riding of [City and County of St. John, New Brunswick](/source/Saint_John_(electoral_district)). He was the Minister of Customs and [Minister of Agriculture](/source/Minister_of_Agriculture_(Canada)) (Acting). He served until his death in 1885.
