It proceeds north from U.S. 30 and has a one-mile (1.6 km) overlap with [Iowa Highway 175](/source/Iowa_Highway_175) in [Stanhope](/source/Stanhope%2C_Iowa). It goes north, then turns northwest to go towards [Webster City](/source/Webster_City%2C_Iowa), and intersects [U.S. Highway 20](/source/U.S._Route_20_in_Iowa) there. {{see also|Iowa Highway 60 (1920–1968)}}
{{Hatnote|For the original Primary Road No. 17, see [Iowa Highway 4](/source/Iowa_Highway_4).}}
Although Iowa 17 has only been designated since 1969, most of the route has been a part of the primary highway system since the system's inception in 1919. The route was designated Primary Road No. 60 and connected [Des Moines](/source/Des_Moines%2C_Iowa) and [Goldfield](/source/Goldfield%2C_Iowa) via [Webster City](/source/Webster_City%2C_Iowa). By 1930, the only paved section of what was by then called Iowa 60 was the southernmost {{convert|20|mi}} from Des Moines to south of [Madrid](/source/Madrid%2C_Iowa).<ref name=DOT1929>{{cite map|publisher=Iowa State Highway Commission|url=http://www.iowadot.gov/maps/msp/historical/pdf/1929-front.pdf|title=Iowa State Highway Map|year=1929|accessdate=July 2, 2011}}</ref> In two years, paving extended to [US 30](/source/US%26nbsp%3B30_(IA)) east of [Boone](/source/Boone%2C_Iowa).<ref name=DOT1931>{{cite map|publisher=Iowa State Highway Commission|url=http://www.iowadot.gov/maps/msp/historical/pdf/1931-front.pdf|title=Iowa State Highway Map|year=1931|accessdate=July 2, 2011}}</ref>

1932 saw many changes to Iowa 60. The route was extended {{convert|30|mi}} to the north where it ended at [US 18](/source/US%26nbsp%3B18_(IA)) in [Wesley](/source/Wesley%2C_Iowa), and extended southward through Des Moines and [Knoxville](/source/Knoxville%2C_Iowa) to the [Missouri](/source/Missouri) state line, effectively doubling its length.<ref name=DOTOct1932>{{cite map|publisher=Iowa State Highway Commission|url=http://www.iowadot.gov/maps/msp/historical/pdf/1932-oct-front.pdf|title=Iowa State Highway Map|date=October 1932|accessdate=July 2, 2011}}</ref> The section of Iowa 60 south of Des Moines is now known as [Iowa 5](/source/Iowa%26nbsp%3B5).

Little changed in the Iowa 60 north of Des Moines over the next twenty years. The only paving that was completed was in [Wright County](/source/Wright_County%2C_Iowa).<ref name=DOT1952>{{cite map|publisher=Iowa State Highway Commission|url=http://www.iowadot.gov/maps/msp/historical/pdf/1952_front.pdf|title=Iowa State Highway Map|year=1952|accessdate=July 2, 2011}}</ref> By 1957, that paving extended to the northern end at US 18.<ref name=DOT1957>{{cite map|publisher=Iowa State Highway Commission|url=http://www.iowadot.gov/maps/msp/historical/pdf/1957_front.pdf|title=Iowa State Highway Map|year=1957|accessdate=July 2, 2011}}</ref>

On January 1, 1969, the Iowa State Highway Commission [renumbered](/source/1969_Iowa_highway_renumbering) several [state highway](/source/state_highway_(Iowa))s in the state. They sought to create continuous numbers across state lines and remove unnecessary duplicate route numbers where they could.<ref name="TH Jan1969">{{cite news|url=https://news.google.com/newspapers?id=LWNFAAAAIBAJ&sjid=KbwMAAAAIBAJ&pg=7131%2C1694993|title=New Iowa Map Goes on Sale|date=January 14, 1969|work=[Telegraph-Herald](/source/Telegraph-Herald)|accessdate=January 9, 2011|location=Dubuque, Iowa}}</ref> Since it crossed the state line into Missouri, the southern half of the route was renumbered Iowa 5 to match [Missouri Route 5](/source/Missouri_Route_5). Throughout Des Moines, Iowa 60 [overlap](/source/overlap_(road))ped many other routes, so the designation was removed between the I-35/now-Iowa 5 interchange to the intersection with [Iowa 141](/source/Iowa%26nbsp%3B141) in [Granger](/source/Granger%2C_Iowa). The section of Iowa 60 north of Granger became Iowa 17.<ref name=DOT1969/>

Since becoming Iowa 17, the route has changed little. By 1976, paving was completed and the southern end of the route was converted into an interchange with Iowa 141.<ref name=DOT1976>{{cite map|publisher=Iowa Department of Transportation|url=http://www.iowadot.gov/maps/msp/historical/pdf/1976_front.pdf|title=Iowa State Highway Map|year=1976|accessdate=July 2, 2011}}</ref> By the end of the 1970s, the highway was rerouted around Webster City when US 20 was realigned onto a new freeway.<ref name=DOT1979>{{cite map|publisher=Iowa Department of Transportation|url=http://www.iowadot.gov/maps/msp/historical/pdf/1979_front.pdf|title=Iowa State Highway Map|year=1979|accessdate=July 2, 2011}}</ref>
