Bell was born in [Ingress Park](/source/Ingress_Abbey), [Greenhithe, Kent](/source/Greenhithe%2C_Kent), and had already undertaken commissions before he entered into partnership with Webb. The [Victoria Law Courts](/source/Victoria_Law_Courts) in [Birmingham](/source/Birmingham) was the first major public building they jointly undertook.  He died in [East Preston, Sussex](/source/East_Preston%2C_West_Sussex).
