She was elected representative to the [Storting](/source/Storting) from the constituency of [Telemark](/source/Telemark_(Storting_constituency)) for three periods. During the first period, from 1981 to 1985, she was a member of ''Kommunal- og miljøvernkomiteen''. During her second period, she was a member of the [Standing Committee on Transport and Communications](/source/Standing_Committee_on_Transport_and_Communications) from 1985 to 1986, and of the [Standing Committee on Foreign Affairs and Defence](/source/Standing_Committee_on_Foreign_Affairs_and_Defence) from 1986 to 1989. She was board member of the film production company [Norsk Film](/source/Norsk_Film) from 1980 to 1981, board member of the [Norwegian Association of Local and Regional Authorities](/source/Norwegian_Association_of_Local_and_Regional_Authorities) from 1980 to 1984, and board member of the [Norwegian Labour Movement Archives and Library](/source/Norwegian_Labour_Movement_Archives_and_Library) from 1982. She was board member of the [Norwegian Industrial Workers Museum](/source/Norwegian_Industrial_Workers_Museum) from 1996 to 2000.<ref name=storting/>

Botnen was born in [Brandbu](/source/Brandbu) on 9 February 1934,<ref name=snl/> a daughter of Kristen Stenbråten and Kari Løvbrøtte.<ref name=storting/> She was educated as librarian, and managed the public library in [Rjukan](/source/Rjukan) from 1972 to 2003.<ref name=snl/>
