He has the federal state civilian service rank of [1st class Active State Councillor of the Russian Federation](/source/1st_class_Active_State_Councillor_of_the_Russian_Federation).[1]

## Early life

Igor Kholmanskikh was born in 1969.[2] His parents worked for [Uralvagonzavod](/source/Uralvagonzavod), a factory in [Nizhny Tagil](/source/Nizhny_Tagil), [Sverdlovsk Oblast](/source/Sverdlovsk_Oblast), Russia.[2] Kholmanskikh graduated with a degree in mechanics from the Nizhny Tagil branch of the [Ural State Technical University](/source/Ural_State_Technical_University) in 1994.[2][3]

## Career

Kholmanskikh worked a foreman for Uralvagonzavod, where he became the chief assembly manager in August 2011.[2]

During the [2012 Russian presidential election](/source/2012_Russian_presidential_election), Kholmanskikh expressed support for candidate [Vladimir Putin](/source/Vladimir_Putin) on national television.[4] Once Putin was elected as president, he appointed Kholmanskikh as the presidential envoy to [Ural Federal District](/source/Ural_Federal_District) "without any prior government or political experience."[4] He also serves on the [Security Council of Russia](/source/Security_Council_of_Russia).[2]

Heroic laborers who through hard work and grit industrialized the country and farmed the land have long been admired, whether in Russia or the Soviet Union."[4]

On 26 June 2018, Kholmanskikh was replaced by [Nikolay Tsukanov](/source/Nikolay_Tsukanov).[5] On 9 July 2018 he became head of the board of directors of Uralvagonzavod.[6]
