He was a student of [Ludwig Wilhelm Wichmann](/source/Ludwig_Wilhelm_Wichmann). From 1842 to 1857, he was an assistant in the studios of [Christian Daniel Rauch](/source/Christian_Daniel_Rauch), where he contributed to creating the statues of [Frederick the Great](/source/Frederick_the_Great) on the [Unter den Linden](/source/Unter_den_Linden), [Albrecht Thaer](/source/Albrecht_Thaer) at [Humboldt University](/source/Humboldt_University) and [Immanuel Kant](/source/Immanuel_Kant) in [Königsberg](/source/K%C3%B6nigsberg). In 1865, he became the Director of the "Rauch-Museum". After the early death of [Hermann Schievelbein](/source/Hermann_Schievelbein), he helped complete the monument to [Heinrich Friedrich Karl vom Stein](/source/Heinrich_Friedrich_Karl_vom_Stein). He also assisted [Rudolf Siemering](/source/Rudolf_Siemering) to complete [Johann Gottfried Schadow](/source/Johann_Gottfried_Schadow)'s "Münzfrieses" (Coin [Frieze](/source/Frieze)s) on the Old Berlin Mint.

Hagen died 14 April 1871 in [Berlin](/source/Berlin), [Germany](/source/German_Empire). Many of his own works were left incomplete when he died. Throughout his career, Hagen was closely associated with the Berlin school of sculpture, contributing to some of the most significant public monuments of 19th-century Prussia.[[File:Beethoven bust statue by Hagen.jpg|thumb|200px|Bust of [Beethoven](/source/Beethoven)]]
