Born in [Elizabethtown Township, Ontario](/source/Elizabethtown-Kitley%2C_Ontario), he was elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) representing the [Ontario](/source/Ontario) riding of [Leeds](/source/Leeds_(federal_electoral_district)) in the [1921 federal election](/source/1921_Canadian_federal_election). A [Conservative](/source/Conservative_Party_of_Canada_(historical)), he was re-elected in [1925](/source/1925_Canadian_federal_election), [1926](/source/1926_Canadian_federal_election), [1930](/source/1930_Canadian_federal_election), and [1935](/source/1935_Canadian_federal_election). He was defeated in [1940](/source/1940_Canadian_federal_election). From 1930 to 1935, he was the [Minister of Public Works](/source/List_of_Canadian_Ministers_of_Public_Works).
