**Manawatū-Whanganui Regional Council** ([Māori](/source/M%C4%81ori_language): *Te Kaunihera ā rohe o Manawatū-Whanganui*), branded as **Horizons Regional Council**, is the regional council of the [Manawatū-Whanganui](/source/Manawat%C5%AB-Whanganui) region of New Zealand's lower North Island. The council has 14 elected members, including a chair.[2]

The council was established in 1989.[1] Under the [Local Government Act 2002](/source/Local_Government_Act_2002_(New_Zealand)), it is required to promote [sustainable development](/source/Sustainable_development) – the social, economic, environmental and cultural well-being of their communities.[4][5]

As of 2023, it is a part owner of [CentrePort Wellington](/source/CentrePort_Wellington) with a 23% shareholding, with the remaining shares held by [Greater Wellington Regional Council](/source/Greater_Wellington_Regional_Council).[6]
