The **Hong Kong Special Administrative Region Basic Law Committee of the Standing Committee of the National People's Congress** is a commission of the [Standing Committee of the National People's Congress](/source/Standing_Committee_of_the_National_People's_Congress) (NPCSC), the permanent body of China's top legislature. Established in 1997, it advises the NPCSC regarding the [Hong Kong Basic Law](/source/Hong_Kong_Basic_Law).

## History

The Hong Kong Basic Law Committee was established by the 26th session of the Standing Committee of the [8th National People's Congress](/source/8th_National_People's_Congress) on 1 July 1997.[1]

## Functions

The committee is a working committee of the NPCSC.[2] It is responsible for studying issues concerning the implementation of Articles 17, 18, 158 and 159 of the [Hong Kong Basic Law](/source/Hong_Kong_Basic_Law) and to provide opinions to the NPC Standing Committee.[3]

## Structure

The Hong Kong Basic Law Committee is composed of 12 members; 6 from [mainland China](/source/Mainland_China) and 6 from Hong Kong, with a term of office of 5 years.[4] All members are appointed by the NPC Standing Committee. Hong Kong members are jointly nominated by the [Chief Executive of Hong Kong](/source/Chief_Executive_of_Hong_Kong), the [President of the Legislative Council](/source/President_of_the_Legislative_Council_of_Hong_Kong) and the Chief Justice of the Court of Final Appeal.
