He was born at [Hamar](/source/Hamar) in [Hedmark](/source/Hedmark), Norway. Scheel enrolled at the [Royal Frederick University](/source/University_of_Oslo) from 1876 and graduated with the [cand.jur.](/source/cand.jur.) degree in 1881. Following studies in [Berlin](/source/Berlin) and [London](/source/London), he was from 1887 a [research fellow](/source/research_fellow) and lecturer at the Royal Frederick University.
