He was the elder brother of [Charles Merivale](/source/Charles_Merivale), and father of the poet [Herman Charles Merivale](/source/Herman_Charles_Merivale). He was born at [Dawlish](/source/Dawlish), Devon to [John Herman Merivale](/source/John_Herman_Merivale) (1770–1844) and Louisa Heath Drury. He was educated at [Harrow School](/source/Harrow_School). In 1823 he entered [Oriel College, Oxford](/source/Oriel_College%2C_Oxford). In 1825 he became a scholar of [Trinity College](/source/Trinity_College%2C_Oxford) and also won the Ireland scholarship, and three years later he was elected fellow of [Balliol College](/source/Balliol_College%2C_Oxford). He became a member of the [Inner Temple](/source/Inner_Temple) and practised on the western circuit, being made in 1841 recorder of [Falmouth](/source/Falmouth%2C_Cornwall), [Helston](/source/Helston) and [Penzance](/source/Penzance).{{sfn|Chisholm|1911}} From 1837 to 1842 he was professor of political economy at the [University of Oxford](/source/University_of_Oxford). In this capacity he delivered a course of lectures on the [British Colonies](/source/British_Empire) in which he dealt with questions of emigration, employment of labour and the allotment of public lands. The reputation he secured by these lectures had much to do with his appointment in 1847 as Assistant Under-Secretary for the colonies, and in the next year he became Permanent Under-Secretary. In 1859 he was transferred to the [permanent under-secretaryship for India](/source/Under-Secretary_of_State_for_India), receiving the distinction of [CB](/source/Order_of_the_Bath). In 1870, Merivale was awarded the degree of [DCL](/source/Doctor_of_Civil_Law) by [Oxford University](/source/Oxford_University).{{sfn|Chisholm|1911}} He died in 1874 and is buried in [Brompton Cemetery](/source/Brompton_Cemetery), London.
