Born in [Philadelphia](/source/Philadelphia) and educated in public schools in that city, Hutt was a grocer and butcher who served as president of the Philadelphia Live Stock Association. He did not seek reelection in 1906. Hutt was later elected chief burgess of [West Chester](/source/West_Chester%2C_Pennsylvania), [Chester County](/source/Chester_County%2C_Pennsylvania), Pennsylvania, serving from 1922 to 1926. Hutt was a noted amateur boxer who at one point held a world record for bag punching.
