== Biography ==
Harmer was born in [West Ham](/source/West_Ham) and he and his younger brother [Frederick Harmer](/source/Frederick_Harmer) both joined the newly formed [Southend Harriers](/source/Southend_Harriers) in 1906.<ref>{{cite news |url=https://www.britishnewspaperarchive.co.uk/viewer/bl/0000986/19060528/103/0006 |title=Smart sprinting at Southend |work=Athletic News |date=28 May 1906 |via=British Newspaper Archive|url-access=subscription |access-date=10 April 2025}}</ref> Henry had significant success at the Essex County Championships, winning the 100 yards in 1906 and 1907 and the 440 yards titles in 1906, 1907 and 1908.<ref name=oly/>

Harmer represented [Great Britain at the 1908 Summer Olympics](/source/Great_Britain_at_the_1908_Summer_Olympics) in the [100 metres event](/source/Athletics_at_the_1908_Summer_Olympics_%E2%80%93_Men's_100_metres), Harmer did not finish in his first round heat and was eliminated from competition.<ref name=oly>{{cite web|url=https://www.olympedia.org/athletes/69115 |title=Biographical Information |website=Olympedia |access-date=10 April 2025}}</ref> His younger brother Frederick was also selected for the games to compete in the 400 metres hurdles.<ref name=oly/>

Harmer had a 40-year career in shipping, which included time in Canada and served during [World War II](/source/World_War_II) with the Canadian Red Cross. After returning to England in 1947, he lived in Devon and died in [Sidmouth](/source/Sidmouth) on 9 January 1958.<ref name=oly/>
