Between 1965 and 1966, Rowen was the assistant director of the [U.S. Bureau of the Budget](/source/U.S._Bureau_of_the_Budget). From 1967 to 1972, he was the president of [RAND Corporation](/source/RAND_Corporation). From 1981 to 1983, he was the chairman of the [National Intelligence Council](/source/National_Intelligence_Council).
