He was a [Farmer–Laborite](/source/Minnesota_Farmer%E2%80%93Labor_Party) and then a [Republican](/source/Republican_Party_(United_States)), serving the [ninth district](/source/Minnesota's_9th_congressional_district) from 1943 to 1955.

Born in [Crookston, Minnesota](/source/Crookston%2C_Minnesota), he was [Lutheran](/source/Lutheran) of [Norwegian](/source/Norway) ancestry. He attended [St. Olaf College](/source/St._Olaf_College) and then began as a publisher and editor of a Norwegian language newspaper and publisher of the ''[Polk County Leader](/source/Polk_County_Leader)'' in Crookston.

He later served as secretary to Representative [Richard T. Buckler](/source/Rich_T._Buckler). Succeeding Buckler, Hagen was elected as a candidate of the [Farmer-Labor Party](/source/Minnesota_Farmer-Labor_Party) to the [House of Representatives](/source/United_States_House_of_Representatives), representing [Minnesota's 9th congressional district](/source/Minnesota's_9th_congressional_district). He was reelected as a [Republican](/source/Republican_Party_(United_States)) [U.S. Representative](/source/U.S._Representative) from 1943 to 1955. After his defeat in the [United States House election, 1954](/source/1954_United_States_House_of_Representatives_elections), Hagen worked in [Washington, D.C.](/source/Washington%2C_D.C.)'s public relations business. All together, he served in the [78th](/source/78th_United_States_Congress), [79th](/source/79th_United_States_Congress), [80th](/source/80th_United_States_Congress), [81st](/source/81st_United_States_Congress), [82nd](/source/82nd_United_States_Congress), and [83rd Congresses](/source/83rd_United_States_Congress) (January 3, 1943 – January 3, 1955).
