He was born on February 16, 1945, in [Shawinigan](/source/Shawinigan), [Mauricie](/source/Mauricie).

## Provincial politics

He won the [Parti Québécois](/source/Parti_Qu%C3%A9b%C3%A9cois) nomination in the district of [Trois-Rivières](/source/Trois-Rivi%C3%A8res_(provincial_electoral_district)) by only three votes, but won a seat at the legislature in [1994](/source/1994_Quebec_general_election).

Julien was appointed to the [Cabinet](/source/Executive_Council_of_Quebec) in 1996. He served as Ministry of Industry and Trade under [Premier](/source/Premier_of_Quebec) [Lucien Bouchard](/source/Lucien_Bouchard) and as Minister of Revenue under Premier [Bernard Landry](/source/Bernard_Landry).

He was re-elected in [1998](/source/1998_Quebec_general_election) against [Liberal](/source/Liberal_Party_of_Quebec) candidate and [Mayor of Trois-Rivières](/source/List_of_mayors_of_Trois-Rivi%C3%A8res) [Guy Leblanc](/source/Guy_LeBlanc_(Quebec_politician)), but lost hid bid for re-election against Liberal [André Gabias](/source/Andr%C3%A9_Gabias) in [2003](/source/2003_Quebec_general_election).

## Mayoral candidate

He ran for Mayor of Trois-Rivières in 2005 against [incumbent](/source/Incumbent) [Yves Lévesque](/source/Yves_L%C3%A9vesque), but was defeated with only 28% of the vote.
