The **Gulating Court of Appeal** ([Norwegian](/source/Norwegian_language): *Gulating lagmannsrett*) is one of six [courts of appeal](/source/Court_of_appeal_(Norway)) in the [Kingdom of Norway](/source/Norway). The Court is located in the city of [Bergen](/source/Bergen_(city)). The court has jurisdiction over the counties of [Vestland](/source/Vestland) and [Rogaland](/source/Rogaland) plus [Sirdal Municipality](/source/Sirdal_Municipality) in [Agder](/source/Agder) county. These areas constitute the Gulating judicial district ([Norwegian](/source/Norwegian_language): *Gulating lagdømme*). This court can rule on both civil and criminal cases that are [appealed](/source/Appeal) from one of its subordinate [district courts](/source/District_court_(Norway)). Court decisions can be, to a limited extent, appealed to the [Supreme Court of Norway](/source/Supreme_Court_of_Norway).[1] There are 33 permanent judges seated on this court. The chief judicial officer of the court ([Norwegian](/source/Norwegian_language): *førstelagmann*) is currently Magni Elsheim (as of 2016). The court is administered by the [Norwegian National Courts Administration](/source/Norwegian_National_Courts_Administration).[2]

## Location

The Court has its seat at *Gulatings plass 1* in the city of [Bergen](/source/Bergen_(city)), the largest city in [Western Norway](/source/Western_Norway). The courthouse is located next to the Bergen city hall (*Bergen rådhus*). Additionally, the Court permanently sits in the city of [Stavanger](/source/Stavanger_(city)) at the Stavanger Court House. The Court may also sit in other places within its jurisdiction as needed.[2][3]

## Jurisdiction

This court accepts appeals from all of the [district courts](/source/District_court_(Norway)) from its geographic jurisdiction. This court is divided into judicial regions ([Norwegian](/source/Norwegian_language): *lagsogn*) and there is one or more district courts ([Norwegian](/source/Norwegian_language): *tingrett*) that belongs to each of these regions.[2][4]

## History

The court has its historical roots originating with the [Gulating](/source/Gulating), one of the first Norwegian legislative assemblies or [Þing](/source/%C3%9Eing), which was established before the year 900. This old assembly remained in operation until 1797 when the courts were changed. A new court law went into effect on 1 January 1890 which re-established the Gulating Court of Appeal which included all of [Bergen](/source/Bergen), [Søndre Bergenhus](/source/Hordaland), [Nordre Bergenhus](/source/Sogn_og_Fjordane), and [Romsdalen](/source/M%C3%B8re_og_Romsdal) counties. In 1892, some courts were consolidated and this court gained all of the county of [Stavanger](/source/Rogaland). On 1 January 1907, all of [Trøndelag](/source/Tr%C3%B8ndelag) was added to the court as well, and at that time, the name of the court was changed to [Gula- og Frostating Court of Appeal](https://en.wikipedia.org/w/index.php?title=Gula-_og_Frostating_Court_of_Appeal&action=edit&redlink=1). On 1 July 1936, the northern part of the jurisdiction ([Trøndelag](/source/Tr%C3%B8ndelag) and [Møre og Romsdal](/source/M%C3%B8re_og_Romsdal)) was separated to become the new [Frostating Court of Appeal](/source/Frostating_Court_of_Appeal) and the southern part continued as the Gulating Court of Appeal (using the old name again).[5][6]
