## Biography

He was born in [Puerto Belgrano](/source/Port_Belgrano_Naval_Base), a base of the [Argentine Navy](/source/Argentine_Navy). Guillermo Francos graduated from the [Universidad del Salvador](/source/Universidad_del_Salvador) in 1974 and worked as a lawyer from 1975 to 1989. During those years he worked at the [Ministry of Justice](/source/Ministry_of_Justice_and_Human_Rights_(Argentina)) from 1974 to 1978. He worked at several places, both in the state and private organizations. He was elected national deputy in 1997 as a member of the [Action for the Republic](/source/Action_for_the_Republic_(Argentina)) party, he resigned in September 2000,[1] as he was appointed head of [Aeropuertos Argentina 2000](/source/Aeropuertos_Argentina_2000). He was briefly president of [Aerolíneas Argentinas](/source/Aerol%C3%ADneas_Argentinas), and then moved to the banks. He led the [Bank of the Province of Buenos Aires](/source/Bank_of_the_Province_of_Buenos_Aires), [Grupo Banco Provincia](https://en.wikipedia.org/w/index.php?title=Grupo_Banco_Provincia&action=edit&redlink=1) and [Provincia Microempresas](https://en.wikipedia.org/w/index.php?title=Provincia_Microempresas&action=edit&redlink=1) from 2007 to 2011 during the government of [Daniel Scioli](/source/Daniel_Scioli) in [Buenos Aires Province](/source/Buenos_Aires_Province).[2] At the same time in 2008 he was named director of [Visa Argentina](/source/Visa_Inc.) and later on in 2012 he was named director of [Corporación América](/source/Eduardo_Eurnekian), it was in this company where he first met [Javier Milei](/source/Javier_Milei) who worked as the chief economist of the corporation.[3]

He was designated as the representative of Argentina to the [Inter-American Development Bank](/source/Inter-American_Development_Bank) by President [Alberto Fernández](/source/Alberto_Fern%C3%A1ndez) in December 2019.[4] In August 2023 he resigned from this role to join Javier Milei's campaign team, one week after the results of the [2023 Argentine primary elections](/source/2023_Argentine_primary_elections) were announced.[5] The government would later designate Marcelo Barg to replace him as the representative to the IDB.[6]

Javier Milei was elected president in 2023 and appointed him [Minister of the Interior](/source/Ministry_of_the_Interior_(Argentina)). Milei got in conflicts with the provincial governors, so Francos tried to de-escalate said conflicts. He promoted the "Pact of May" proposed during the [2024 opening of regular sessions of the National Congress of Argentina](/source/2024_opening_of_regular_sessions_of_the_National_Congress_of_Argentina).[7]

On 28 May 2024 he was designated Chief of Cabinet of Argentina, after the resignation of [Nicolás Posse](/source/Nicol%C3%A1s_Posse), and so left the Ministry of Interior.[8] He resigned on 31 October 2025 and was replaced by [Manuel Adorni](/source/Manuel_Adorni).[9]
