He was born in [St. Catharines](/source/St._Catharines), [Ontario](/source/Ontario) and became a businessman and manufacturer by career.<ref name="parl">{{Canadian Parliament links|ID=11854|nolist=yes}}</ref>

The son of [James Dew Chaplin](/source/James_Dew_Chaplin) and Edna Elizabeth Burgess, he was educated in St. Catharines and established himself in business in [Galt](/source/Galt%2C_Ontario). Chaplin was president of Canadian General Tower Limited and a director of the Waterloo Savings and Trust Company. Chaplin represented [Waterloo South](/source/Waterloo_South_(provincial_electoral_district)) in the [Legislative Assembly of Ontario](/source/Legislative_Assembly_of_Ontario) from 1945 to 1948;<ref name="parl"/> he was defeated when he ran for reelection in 1948.<ref name="johnson"/> He was first elected to the House of Commons for the [Waterloo South](/source/Waterloo_South_(federal_electoral_district)) riding in the [1962 general election](/source/1962_Canadian_federal_election) and re-elected there in [1963](/source/1963_Canadian_federal_election). Chaplin died in office on 27 June 1964 during his term in the [26th Canadian Parliament](/source/26th_Canadian_Parliament).<ref name="parl"/>

His uncle [Alexander Dew Chaplin](/source/Alexander_Dew_Chaplin) also served in the House of Commons.<ref name="parl"/>
