Born in [Mattapoisett, Massachusetts](/source/Mattapoisett%2C_Massachusetts), Barstow attended the common schools and [Brown University](/source/Brown_University), [Providence, Rhode Island](/source/Providence%2C_Rhode_Island) from 1799 to 1801. He studied medicine, was admitted to practice and settled in [Salem, Massachusetts](/source/Salem%2C_Massachusetts). He served as member of the [Massachusetts Constitutional Convention of 1820–1821](/source/Massachusetts_Constitutional_Convention_of_1820%E2%80%931821). Barstow was elected as a [Democratic-Republican](/source/Democratic-Republican) to the [Seventeenth](/source/17th_United_States_Congress) Congress (March 4, 1821 – March 3, 1823), but was not a candidate for renomination in 1822. He served as member of the [Massachusetts House of Representatives](/source/Massachusetts_House_of_Representatives), and served in the [Massachusetts State Senate](/source/Massachusetts_State_Senate). He served as presidential elector on the [Whig](/source/Whig_Party_(United_States)) ticket of Clay and Sergeant in 1832. He moved to [St. Augustine, Florida](/source/St._Augustine%2C_Florida), because of ill health and engaged in mercantile pursuits.
