Bascom was born in [Owingsville](/source/Owingsville%2C_Kentucky) in [Bath County, Kentucky](/source/Bath_County%2C_Kentucky). His ancestors were of French Huguenot and French Basque. Bascom was appointed to the [United States Military Academy](/source/United_States_Military_Academy) at [West Point](/source/West_Point%2C_New_York), and graduated 26th in a class of 27 in 1858. Following his graduation he was first stationed at [Camp Floyd](/source/Camp_Floyd) in [Utah Territory](/source/Utah_Territory) and then in [New Mexico Territory](/source/New_Mexico_Territory) at [Fort Buchanan](/source/Fort_Buchanan%2C_Arizona) as a 2nd Lieutenant of the [U.S. 7th Infantry Regiment](/source/U.S._7th_Infantry_Regiment). However, before he could return to join his new regiment, the three companies of the 7th Infantry that had moved to [Fort Craig](/source/Fort_Craig) were involved in the [Battle of Val Verde](/source/Battle_of_Val_Verde) in [New Mexico Territory](/source/New_Mexico_Territory).
