Loh was born on 3 July 1972 in Anfoega in the [Volta region](/source/Volta_Region).<ref name=":1" /> He earned LLB at the [University of Ghana](/source/University_of_Ghana) in 2005. He earned his BL at [Ghana School of Law](/source/Ghana_School_of_Law) in 2007.<ref name=":0" />
