Born in [Burns, Oregon](/source/Burns%2C_Oregon), Timms attended [Burns High School](/source/Burns_High_School_(Oregon)). He then earned a bachelor's degree in business from [Willamette University](/source/Willamette_University) and served in the [United States Army](/source/United_States_Army).

== Career ==
After leaving the military, managed his family's business, a creamery. He later owned and operated Big Country Distributor. Timms served in the [Oregon State Senate](/source/Oregon_State_Senate) as a [Republican](/source/Republican_Party_(United_States)) from 1983 to 2001, representing the 30th district. Timms and his wife, Edna, had two children and four grandchildren.
