The hospital, which was designed by [Thomas Worthington](/source/Thomas_Worthington_(architect)) and John Augustus Cory using a Corridor Plan layout, opened as the Cumberland and Westmorland Lunatic Asylum in January 1862.<ref name=county>{{cite web|url=https://www.countyasylums.co.uk/garlands-carleton-carlisle/|title=Garlands Hospital|publisher=County Asylums|accessdate=12 April 2019}}</ref>  The building was implemented by John Augustus Cory, surveyor to the county of Cumberland.<ref name=county/> It joined the [National Health Service](/source/National_Health_Service) as Garlands Hospital in 1948.<ref name=county/> Concerns were raised in Parliament about the amount of overcrowding in the hospital in 1955.<ref>{{cite web|url=https://www.theyworkforyou.com/debates/?id=1955-05-02a.1334.8|title=Garlands Hospital, Carlisle (Accommodation)|publisher=Hansard|date=2 May 1955|accessdate=12 April 2019}}</ref>

After the introduction of [Care in the Community](/source/Care_in_the_Community) in the early 1980s, the hospital went into a period of decline and closed in March 1999.<ref name=county/> The administration block was subsequently converted into apartments.<ref name=county/>
