Streeter was born in [Pulborough](/source/Pulborough), Sussex, England, on 25 June 1879, to farm worker James Streeter and Dinah (''née'' Sayers).<ref name="odnb" /><ref>According to the ''[Oxford Dictionary of National Biography](/source/Oxford_Dictionary_of_National_Biography)'', Streeter gave his birth date as 25 June 1877, but it was registered by his mother as 25 June 1879</ref> The family moved to [Dorking](/source/Dorking) in Surrey, where he was educated at [North Holmwood](/source/North_Holmwood); and later to [Reigate](/source/Reigate), after which he attended [Reigate Grammar School](/source/Reigate_Grammar_School).<ref name="odnb" /> He left school at twelve years of age. He often had to move around for his gardening work in order to gain experience and promotion. He presented the [BBC](/source/BBC) radio programme ''Home Grown'', with [Roy Hay](/source/Roy_Hay_(horticulturist)), that occupied the two o'clock slot on Sunday afternoon that was later occupied by ''[Gardener's Question Time](/source/Gardener's_Question_Time)''. He also worked on television.<ref name="odnb"/>
