In 1908, the [Vermont General Assembly](/source/Vermont_General_Assembly) enacted a law expanding the [Vermont Supreme Court](/source/Vermont_Supreme_Court) from four justices to five.{{sfn|''Encyclopedia, Vermont Biography''|page=89}}  The appointment as an associate justice went to [George M.
