==Background==
Hurll and [T. Glad Bincham](/source/T._Glad_Bincham) visited post-[war](/source/World_War_II) Belgium, the Netherlands, Luxembourg and France in October 1945. They made contacts with the leaders of the [Scout Movement](/source/Scouting) in these countries and learnt of how [Scouting](/source/Scouting) had played a part during the occupation and how it proposed to meet the future. In Luxembourg, they were received by [Robert Schaffner](/source/Robert_Schaffner), the Scout Commissioner, who had been elected mayor of the ruined town of Echternach the day before and was already drawing up plans for its reconstruction.<ref name="Wilson 1959"/>

In 1957, Hurll was Deputy Camp Chief at the [9th World Scout Jamboree](/source/9th_World_Scout_Jamboree) which was held at [Sutton Park](/source/Sutton_Park%2C_West_Midlands), [Birmingham](/source/Birmingham), [England](/source/England).

In 1966 Hurll was cited as being confident that the movement could reach one million members by 1975.<ref name="SAG">{{Cite news|title=The Sun|date=16 April 1966}}</ref>

In 1969, Hurll was awarded the [World Organization of the Scout Movement](/source/World_Organization_of_the_Scout_Movement)'s 54th ''[Bronze Wolf](/source/Bronze_Wolf)'', its only distinction, for exceptional services to world Scouting.
