==Early life and education==
Gernerd was born in [Allentown, Pennsylvania](/source/Allentown%2C_Pennsylvania).  He graduated from [Franklin and Marshall College](/source/Franklin_and_Marshall_College) in [Lancaster, Pennsylvania](/source/Lancaster%2C_Pennsylvania), in 1901, from [Columbia University](/source/Columbia_University)'s school of political science in [New York City](/source/New_York_City) in 1903, and from [Columbia Law School](/source/Columbia_Law_School) in 1904. He was admitted to the bar in 1904 and commenced practice in [Buffalo, New York](/source/Buffalo%2C_New_York).

In 1905, he returned to Allentown, serving as district attorney of [Lehigh County](/source/Lehigh_County%2C_Pennsylvania) from 1908 to 1912. He was a Pennsylvania Republican State Committeeman from 1912 to 1920 and a trustee of [Franklin & Marshall College](/source/Franklin_%26_Marshall_College) in [Lancaster, Pennsylvania](/source/Lancaster%2C_Pennsylvania), and of [Cedar Crest College](/source/Cedar_Crest_College) in Allentown.

Gernerd was elected as a Republican to the [Sixty-seventh](/source/67th_United_States_Congress) Congress but was an unsuccessful candidate for reelection in 1922.
