==Background==

Frank Hanley was born on April 5, 1909, in [Montreal](/source/Montreal).  He was the son of John Hanley, brewer, and Stella Johnson and attended St. Ann's Boys School in [Montreal](/source/Montreal).  Prior to his political career, he had been a boxer, a jockey and a city public servant.  He also served as President of the St. Ann's Community Council. In 1945 the United Irish Societies of Montreal named him the Grand Marshal of the St. Patrick's Parade.

Hanley served simultaneously as a [City Council](/source/City_Council)lor in [Montreal](/source/Montreal) and as a Member of the [Legislative Assembly of Quebec](/source/Legislative_Assembly_of_Quebec).

Frank Hanley married Noreen (Hanorah) Mines in 1934 and they remained married for more than sixty years.

==Municipal politics==

Hanley ran as an [Independent](/source/Independent_(politician)) candidate to the [Montreal City Council](/source/Montreal_City_Council) in the district of [Sainte-Anne](/source/Sainte-Anne_(provincial_electoral_district)) in 1940, and he won. He was re-elected in 1942, 1944, 1947, 1950, 1954, 1957, 1960, 1962, and 1966, but he did not run for re-election in 1970.

Hanley ran as an [Independent](/source/Independent_(politician)) candidate to the legislature in the district of [Montréal–Sainte-Anne](/source/Montr%C3%A9al%E2%80%93Sainte-Anne) against [Liberal](/source/Liberal_Party_of_Quebec) [incumbent](/source/incumbent) [Thomas Guérin](/source/Thomas_Gu%C3%A9rin) in [1948](/source/1948_Quebec_general_election), and he won. He was re-elected in [1952](/source/1952_Quebec_general_election), [1956](/source/1956_Quebec_general_election), [1960](/source/1960_Quebec_general_election), and [1962](/source/1962_Quebec_general_election); he was elected in [Sainte-Anne](/source/Sainte-Anne_(provincial_electoral_district)) in [1966](/source/1966_Quebec_general_election). He was defeated by Liberal [George Springate](/source/George_Springate) in [1970](/source/1970_Quebec_general_election) and [1973](/source/1973_Quebec_general_election).

He also ran as an [Independent](/source/Independent_(politician)) candidate to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) in the district of [St. Henri](/source/St._Henri_(electoral_district)) in [1972](/source/1972_Canadian_federal_election), but he lost. At one point, he was President of the [Progressive Conservative](/source/Progressive_Conservative_Party_of_Canada) organization in Montreal.
