# Frank Coller

**Frank Herbert Coller**, [CB](/source/Companion_of_the_Order_of_the_Bath) (26 December 1866 – 8 October 1938) was a British lawyer, judge and civil servant.

## Early life and career

Born on 26 December 1866 at [King's Lynn](/source/King's_Lynn), he was the fourth son of Richard Coller. He attended [Westminster School](/source/Westminster_School) then [Christ Church, Oxford](/source/Christ_Church,_Oxford), matriculating in 1884; he studied [classics](/source/Classics), graduating in 1889 (having placed in the first class in both [mods and greats](/source/Mods_and_greats)). He was [president](/source/List_of_presidents_of_the_Oxford_Union) of the [Oxford Union](/source/Oxford_Union) in 1890.[1] He was [called to the bar](/source/Called_to_the_bar) at [Lincoln's Inn](/source/Lincoln's_Inn) in 1893 and practised on the South Eastern Circuit before he was appointed [Chief Justice of St Lucia](/source/Chief_Justice_of_St_Lucia) in 1912.[2]

Amidst the First World War, in January 1917 he was seconded to serve in the [Ministry of Food](/source/Ministry_of_Food_(United_Kingdom));[2][3] he was appointed a Companion of the [Order of the Bath](/source/Order_of_the_Bath) in the [1919 New Year Honours](/source/1919_New_Year_Honours) for his work.[4] Having resigned as Chief Justice on 30 June 1919,[5] he was the Ministry of Food's [Permanent Secretary](/source/Permanent_secretary) from November 1919 until March 1921,[6] when the ministry was dissolved.[7] From 1921 to 1925, he was Secretary of the Food Department at the [Board of Trade](/source/Board_of_Trade). In 1926, he published *A State Trading Adventure*, a history of his work in food control during the war. He died on 8 October 1938.[2]
