'''Francisco Labastida Ochoa''' ({{IPA|es|fɾanˈsisko laβasˈtiða}}; born 14 August 1942) is a Mexican [economist](/source/economics) and politician affiliated with the [Institutional Revolutionary Party](/source/Institutional_Revolutionary_Party) (PRI), who became the first presidential candidate of his party to lose a presidential election, which he did in the [2000 presidential election](/source/2000_Mexican_general_election) to [Vicente Fox](/source/Vicente_Fox).

Labastida was born to Gloria Ochoa de Labastida and Eduardo Labastida Kofahl. His wife, Teresa Uriarte, was director of [UNAM](/source/UNAM)'s [Institute of Aesthetics Research](/source/Institute_of_Aesthetics_Research). His great-grandfather fought on the side of [Mexican President](/source/President_of_Mexico) [Benito Juárez](/source/Benito_Ju%C3%A1rez) in the [War of Reform](/source/War_of_Reform), and his grandfather was [Governor of Sinaloa](/source/Governor_of_Sinaloa) as well as federal deputy.

Labastida served as governor of Sinaloa (1987–1992), defeating [Manuel Clouthier](/source/Manuel_Clouthier) of the [National Action Party](/source/National_Action_Party_(Mexico)). During and after his tenure as governor, Labastida was accused of protecting Sinaloan drug traffickers and overlooking their activities.<ref>{{cite news|last1=Gertz|first1=Bill|title=CIA Links Mexico's Interior Minister To Drug Lords|url=http://www.mapinc.org/drugnews/v98.n090.a06.html|accessdate=1 September 2014|work=The Washington Times|date=5 February 1998}}</ref>

Labastida was [Secretary of Energy](/source/Secretary_of_Energy_(Mexico)) during the administration of [Miguel de la Madrid](/source/Miguel_de_la_Madrid). He was also [Secretary of Agriculture](/source/Secretariat_of_Agriculture%2C_Livestock%2C_Rural_Development%2C_Fisheries_and_Food) and [Secretary of the Interior](/source/Secretariat_of_the_Interior_(Mexico)) during the administration of [Ernesto Zedillo](/source/Ernesto_Zedillo).

After losing the 2000 presidential election, he served as president of the [Centro de Estudios para el Desarrollo de México](/source/Centro_de_Estudios_para_el_Desarrollo_de_M%C3%A9xico). In the [2006 general election](/source/2006_Mexican_general_election), he was elected to the [Senate](/source/Senate_of_Mexico) for the PRI, representing Sinaloa.<ref name="senate">[http://www.senado.gob.mx/legislatura.php?id=74 Labastida profile at the Senate] {{webarchive|url=https://web.archive.org/web/20070610060753/http://www.senado.gob.mx/legislatura.php?id=74 |date=2007-06-10 }}</ref>
