**Fister** is a [former municipality](/source/List_of_former_municipalities_of_Norway) in [Rogaland](/source/Rogaland) county, [Norway](/source/Norway). The 47.2-square-kilometre (18.2 sq mi) municipality existed from 1884 until its dissolution in 1965. The area is now divided between [Stavanger Municipality](/source/Stavanger_Municipality) and [Hjelmeland Municipality](/source/Hjelmeland_Municipality) in the [traditional district](/source/Traditional_districts_of_Norway) of [Ryfylke](/source/Ryfylke). The [administrative centre](/source/Administrative_centre) was the village of [Fister](/source/Fister), where [Fister Church](/source/Fister_Church) is located.[5]

Prior to its dissolution in 1965, the 47.2-square-kilometre (18.2 sq mi) municipality was the 470th largest by area out of the 525 municipalities in Norway. Fister Municipality was the 505th most populous municipality in Norway with a population of about 730. The municipality's [population density](/source/Population_density) was 15.5 inhabitants per square kilometre (40/sq mi) and its population had decreased by 9% over the previous 10-year period.[6][7]

## General information

[Fister Church](/source/Fister_Church)

The municipality of Fister was established on 1 July 1884 when the large [Hjelmeland og Fister Municipality](/source/Hjelmeland_og_Fister_Municipality) was divided into two municipalities: the eastern district (population: 832) became the new Fister Municipality and the western district (population: 2,249) remained as a smaller [Hjelmeland og Fister Municipality](/source/Hjelmeland_og_Fister_Municipality). At the same time, the name was changed to simply *Hjelmeland Municipality*, dropping the "Fister" part which was no longer part of the municipality.[8]

During the 1960s, there were many municipal mergers across Norway due to the work of the [Schei Committee](/source/Schei_Committee). On 1 January 1965, the municipality of Fister was dissolved. The western part of Fister Municipality, known as the Fister islands (*Fisterøyene*), (population: 246) was merged into [Finnøy Municipality](/source/Finn%C3%B8y_Municipality). The rest of Fister Municipality was merged with the following areas to form a larger [Hjelmeland Municipality](/source/Hjelmeland_Municipality):[8]

- all of [Hjelmeland Municipality](/source/Hjelmeland_Municipality) (population: 1,691)

- the eastern part of Fister Municipality (population: 467), including the mainland and part of [Randøy](/source/Rand%C3%B8y) island

- most of [Årdal Municipality](/source/%C3%85rdal_Municipality) (population: 743), except for the Sunngardene area which went to Strand Municipality

- the Buergården areas of [Jelsa Municipality](/source/Jelsa_Municipality) (population: 8)

### Name

The municipality (originally the [parish](/source/Prestegjeld)) is named after the old *[Fister](/source/Fister)* farm ([Old Norse](/source/Old_Norse_language): *Fístr*) since the first [Fister Church](/source/Fister_Church) was built there. The name probably comes from the word *fístr* which means "windy" or "hardy". It is probably related to the verb *[fise](https://en.wiktionary.org/wiki/fise#Norwegian)* which means "to pass gas".[9]

### Churches

The [Church of Norway](/source/Church_of_Norway) had one parish (*sokn*) within Fister Municipality. At the time of the municipal dissolution, it was part of the Hjelmeland [prestegjeld](/source/Prestegjeld) and the [Ryfylke prosti](/source/Ryfylke_prosti) ([deanery](/source/Deanery)) in the [Diocese of Stavanger](/source/Diocese_of_Stavanger).[7]

## Geography

The municipality encompassed the western coast of mainland along the Fisterfjorden plus the islands to the west of the mainland, including the western part of [Randøy](/source/Rand%C3%B8y) and [Halsnøya](/source/Halsn%C3%B8ya_(Rogaland)). The highest point in the municipality was the 502-metre (1,647 ft) tall mountain Lauvåsen.[1] [Hjelmeland Municipality](/source/Hjelmeland_Municipality) was located to the northeast, [Årdal Municipality](/source/%C3%85rdal_Municipality_(Rogaland)) was located to the southeast, [Strand Municipality](/source/Strand_Municipality) was located to the south, [Finnøy Municipality](/source/Finn%C3%B8y_Municipality) was located to the west, and [Sjernarøy Municipality](/source/Sjernar%C3%B8y_Municipality) was located to the northwest.

## Government

While it existed, Fister Municipality was responsible for [primary education](/source/Primary_education) (through 10th grade), outpatient [health services](/source/Health_care), [senior citizen](/source/Old_age) services, [welfare](/source/Welfare_spending) and other [social services](/source/Social_work), [zoning](/source/Zoning), [economic development](/source/Economic_development), and municipal [roads](/source/Road) and utilities. The municipality was governed by a [municipal council](/source/Municipal_council_(Norway)) of [directly elected](/source/Direct_election) representatives. The [mayor](/source/Mayor) was [indirectly elected](/source/Indirect_election) by a vote of the municipal council.[10] The municipality was under the jurisdiction of the [Ryfylke District Court](/source/Ryfylke_District_Court) and the [Gulating Court of Appeal](/source/Gulating_Court_of_Appeal).
