# Finn Bergstrand

**Finn Axel Hilding Bergstrand** (born 19 June 1932) is a Swedish diplomat and author whose foreign service career spanned more than thirty years. After studying at [Lund University](/source/Lund_University), he joined the [Swedish Ministry for Foreign Affairs](/source/Ministry_for_Foreign_Affairs_(Sweden)) in the early 1960s and held postings in [Washington, D.C.](/source/Washington,_D.C.) and [Beirut](/source/Beirut). He later served as International Secretary of the [Swedish Parliament](/source/Riksdag) and was posted to [Canberra](/source/Canberra).

Bergstrand subsequently served at Sweden's delegation to the [OECD](/source/OECD) in [Paris](/source/Paris) and was appointed ambassador to [Maputo](/source/Maputo). As [ambassador-at-large](/source/Ambassador-at-large) for the [Indian Ocean](/source/Indian_Ocean) region, he represented Sweden in several countries. He later headed the Ministry for Foreign Affairs' Fourth Political Department and served as ambassador to [Singapore](/source/Singapore) from 1989 to 1995.

In addition to his diplomatic career, Bergstrand wrote around fifteen detective novels under the pseudonym "Måns Ripa" and published several books under his own name.

## Early life

Bergstrand was born on 19 June 1932 in [Kalmar](/source/Kalmar), Sweden, the son of Axel Bergstrand, a physician, and Bertha Bergstrand (née Nilsson).[2] He grew up in [Söderåkra](/source/S%C3%B6der%C3%A5kra) in [Torsås Municipality](/source/Tors%C3%A5s_Municipality).[3]

He graduated from [Katedralskolan](/source/Katedralskolan,_Lund) in [Lund](/source/Lund) in 1952,[4] earned a Politices Magister degree from [Lund University](/source/Lund_University) in 1957, and completed a Licentiate of Philosophy degree in 1961.[2] At the university's Department of Political Science, he was a colleague of the future diplomat [Mats Bergquist](/source/Mats_Bergquist).[5]

## Career

Bergstrand served as a clerk in the [Committee on the Constitution](/source/Committee_on_the_Constitution) from 1960 to 1961, and then joined the [Ministry for Foreign Affairs](/source/Ministry_for_Foreign_Affairs_(Sweden)) as an attaché from 1961 to 1966. During this period, he was posted to [Washington, D.C.](/source/Washington,_D.C.) (1962–1964) and [Beirut](/source/Beirut) (1964–1966).[6] He later worked at the Ministry for Foreign Affairs in [Stockholm](/source/Stockholm) from 1966 to 1967, before becoming International Secretary of the [Swedish Parliament](/source/Riksdag) from 1967 to 1971.[2] From 1967 he was also deputy secretary, as well as secretary for international affairs in the [Committee on Foreign Affairs](/source/Committee_on_Foreign_Affairs_(Sweden)).[7]

From 1971 to 1975, he served at the Swedish embassy in [Canberra](/source/Canberra).[2] While in Australia, he was involved in efforts to locate missing Swedish citizens after [Cyclone Tracy](/source/Cyclone_Tracy) struck [Darwin](/source/Darwin,_Northern_Territory) in late December 1974.[8] He also worked on a possible sale of Swedish [Saab Viggen](/source/Saab_37_Viggen) fighter aircraft to Australia, intended to replace the country's French-made [Dassault Mirage](/source/Dassault_Mirage_III_Australian_procurement) jets, at a time when the newly elected [Labor government's](/source/Whitlam_government) relations with France were strained because of [French nuclear weapons testing](/source/1971%E2%80%9374_French_nuclear_tests) near Australia.[9]

Bergstrand served at Sweden's delegation to the [OECD](/source/OECD) in [Paris](/source/Paris) from 1975 to 1980,[2] and was then appointed ambassador to [Maputo](/source/Maputo) from 1980 to 1983, with concurrent accreditation to [Mbabane](/source/Mbabane).[10] In 1983, he was appointed [ambassador-at-large](/source/Ambassador-at-large) for the countries in and around the [Indian Ocean](/source/Indian_Ocean), while remaining based at the Ministry for Foreign Affairs in Stockholm. Between 1983 and 1986, he served as ambassador to [Aden](/source/Aden), [Antananarivo](/source/Antananarivo), [Mogadishu](/source/Mogadishu), [Moroni](/source/Moroni,_Comoros), [Victoria](/source/Victoria,_Seychelles).[11] During the [South Yemeni crisis](/source/South_Yemeni_crisis) in January 1986, Bergstrand was in Aden and was evacuated aboard the British royal yacht [HMY *Britannia*](/source/HMY_Britannia).[12]

He served as director (*departementsråd*) from 1986 to 1989[2] and headed the Ministry for Foreign Affairs' Fourth Political Department (Pol 4).[13] He was ambassador to [Singapore](/source/Singapore) from 1989 to 1995, with concurrent accreditation to [Bandar Seri Begawan](/source/Bandar_Seri_Begawan).[14] From 1995 to 1997, he worked as an Asia consultant at [Lund University](/source/Lund_University).[2][1]

## Personal life

Bergstrand married Ingrid Ahlgren, who held a Bachelor of Arts degree, on 12 August 1961 at [Ysby Church](/source/Ysby_Church). She was the daughter of estate owner Oscar Ahlgren and his wife Anna (née Elisson) of [Vallberga](/source/Vallberga).[15][2] The couple had three children: Anna (born 1962), Bo (born 1964),[6] and Niklas (born 1977).[16][17]

He was a member of the [SHT Society](/source/Samfundet_SHT) and the [CC Society](/source/CC_Society) in [Lund](/source/Lund).[6]

After retiring, Bergstrand spent his winters in Lund and his summers at a small cottage outside [Söderåkra](/source/S%C3%B6der%C3%A5kra).[3]

Under the pseudonym "Måns Ripa," Bergstrand wrote around fifteen detective novels.[1] He also authored several books under his own name.[3]
