**Ems-Occidental** (French pronunciation: [\[ɛms ɔksidɑ̃tal\]](https://en.wikipedia.org/wiki/Help:IPA/French); [Dutch](/source/Dutch_language): *Wester Eems*; [German](/source/German_language): *West-Ems*; all lit. 'Western [Ems](/source/Ems_(river))') was a [department](/source/Departments_of_France) of the [First French Empire](/source/First_French_Empire) in the present-day [Netherlands](/source/Netherlands) and [Germany](/source/Germany). It was formed in 1810, when the [Kingdom of Holland](/source/Kingdom_of_Holland) was annexed by France. Its territory corresponded more or less with the present Dutch provinces of [Groningen](/source/Groningen_(province)) and [Drenthe](/source/Drenthe). Its capital was [Groningen](/source/Groningen_(city)). The department was subdivided into the following [arrondissements](/source/Arrondissement) and [cantons](/source/Canton_(administrative_division)) (situation in 1812):[1]

- [Assen](/source/Assen), cantons: [Assen](/source/Assen), [Dalen](/source/Dalen), [Hoogeveen](/source/Hoogeveen) and [Meppel](/source/Meppel).

- [Winschoten](/source/Winschoten), cantons: [Jemgum](/source/Jemgum), [Wedde](/source/Wedde), [Weener](/source/Weener) and [Winschoten](/source/Winschoten).

Its population in 1812 was 191,100.[1]

After [Napoleon](/source/Napoleon_I_of_France) was defeated in 1814, the department became part of the [United Kingdom of the Netherlands](/source/United_Kingdom_of_the_Netherlands), except the canton of [Jemgum](/source/Jemgum) and most of [Weener](/source/Weener), which became part of the [Kingdom of Hanover](/source/Kingdom_of_Hanover) (presently part of [Lower Saxony](/source/Lower_Saxony), [Germany](/source/Germany)).
