She served as a [Member of the Legislative Assembly](/source/Member_of_the_Legislative_Assembly) (MLA) for the [South Down](/source/South_Down_(Assembly_constituency)) constituency in the [Northern Ireland Assembly](/source/Northern_Ireland_Assembly) from June 2017 to 2022.<ref name="newmlas" />

Rogan was co-opted to the Assembly to replace [Chris Hazzard](/source/Chris_Hazzard),<ref name="co-opted" /> a Sinn Féin MLA and former [Minister for Infrastructure](/source/Department_for_Infrastructure_(Northern_Ireland)).  Hazzard was elected at the [June 2017 Westminster election](/source/2017_United_Kingdom_general_election) as the [Member of Parliament](/source/Member_of_Parliament_(United_Kingdom)) (MP) for [South Down](/source/South_Down_(UK_Parliament_constituency)).<ref name="hazzard" /> Sinn Féin's South Down cumann then selected Rogan to fill his place.<ref name="down" />

On her selection as MLA, Rogan described herself "a Loughinisland woman through and through", but that she would be "an MLA for all of South Down".<ref name="daughter" /> She said that her initial priorities included protecting services in the [Downe Hospital](/source/Downe_Hospital) in [Downpatrick](/source/Downpatrick), and "to restore Downpatrick as a thriving county town".<ref name="daughter" /><ref name="co-opted" />

== Loughinisland Justice campaign ==

In June 1994, Rogan was 7 years old when her 34-year-old<ref name="attacks" /> father Adrian Rogan<ref name="families" /> was killed in the [Loughinisland massacre](/source/Loughinisland_massacre).<ref name="co-opted" />  People had gathered in The Heights Bar (some reporting calls the building O'Toole's Pub) in Loughinisland to watch the [Republic of Ireland team](/source/Republic_of_Ireland_national_football_team) playing in the [1994 FIFA World Cup](/source/1994_FIFA_World_Cup), when masked gunmen of the [Ulster Volunteer Force](/source/Ulster_Volunteer_Force) (UVF) entered and opened fire.<ref name="bbc-2009-06-18-uvf-atrocities" /> Six people were killed and five wounded,<ref name="bbc-2009-06-18-uvf-atrocities" /> but nobody was ever charged with their deaths.<ref name="thedetail-police-ignored" />

Before becoming an MLA, Emma was a campaigner with the Loughinisland Justice Group,<ref name="daughter" /> which works to uncover the truth of the attacks.<ref name="families" /> Allegations persisted that the [Royal Ulster Constabulary](/source/Royal_Ulster_Constabulary) (RUC) knew that its own [double agent](/source/double_agent)s or informers were linked to the massacre and that RUC protected the killers by destroying evidence and failing to carry out a proper investigation.<ref name="Observer" />

In June 2016, the Police Ombudsman reported that there had been collusion between some police officers and the loyalist gunmen.<ref name="families" /> The murder squad which attacked the Heights Bar had also not been arrested for previous killings because the [RUC Special Branch](/source/RUC_Special_Branch) had withheld information from detectives investigating the crimes.<ref name="daughter" /> Rogan said that the Ombudsman's report "vindicates our long-held suspicions and belief that the truth of these murders was being covered up."<ref name="families" />

In August 2016, Rogan welcomed a forthcoming documentary film about the massacre by American director [Alex Gibney](/source/Alex_Gibney), describing it as permanent memory to the victims.<ref name="movie" /> The film is named ''"No Stone Unturned"'', after a comment by Emma's mother Claire Rogan<ref name="irishtimes" /> that police had promised the families there would be "no stone unturned" in the investigation into the massacre.<ref name="movie" /> However, the film's planned world premiere at the April 2017 [Tribeca Film Festival](/source/Tribeca_Film_Festival) was postponed due to "ongoing legal issues relating to the subject matter of the film".<ref name="hollywoodrep" />
