He was raised by his grandparents in [Green Bay](/source/Green_Bay%2C_Wisconsin). He attended school until fourth grade. He served as the 26th mayor of Green Bay for five years, during World War I and until January 1921. He was the first mayor under the new commission form of government in Green Bay. He became the 21st [Wisconsin Secretary of State](/source/Wisconsin_Secretary_of_State) in 1921 and served for two years. He was appointed by Governor [John J. Blaine](/source/John_J._Blaine) as conservation commissioner of Wisconsin in 1923 and served in that role until 1928.
