Eiling Kramer was born in 1914, the son of Minne Dowe Kramer and Jacobina Kopinga,<ref name="sain">{{cite web |url=http://sain.scaa.sk.ca/collections/index.php/eiling-kramer-fonds;rad |title=Eiling Kramer fonds |publisher=Saskatchewan Archival Information Network |accessdate=2012-06-25}}</ref> in [Highworth, Saskatchewan](/source/North_Battleford) in the North Battleford district. After attending school in Highworth, Eiling worked at a number of jobs, then purchased a ranch where he raised cattle.<ref name="esask"/> In 1944, he married Dorothy Johnston.<ref name="sain"/> He established an auctioneering business in 1949. In 1950, he helped form the [Saskatchewan Farmers' Union](/source/Saskatchewan_Farmers'_Union) and served two years as its vice-president.<ref name="esask"/>

He is remembered as one of the most charming and colourful characters to grace Saskatchewan's political scene.{{citation needed|date=June 2012}}  Kramer was the longest-serving member in the history of Saskatchewan's Legislative Assembly.<ref name="sain"/>  First elected in 1952 as the member of the Legislative Assembly (MLA) for [The Battlefords](/source/The_Battlefords_(provincial_electoral_district)), Eiling won re-election in every campaign he contested. He served as a Cabinet minister in the [New Democratic Party of Saskatchewan](/source/New_Democratic_Party_of_Saskatchewan) governments under [Woodrow Lloyd](/source/Woodrow_Lloyd) and [Allan Blakeney](/source/Allan_Blakeney), managing portfolios that included the departments of Natural Resources, Co-operation and Co-operatives, and [Highways and Transportation](/source/Ministry_of_Highways_and_Infrastructure_(Saskatchewan)).<ref name="esask"/>  He was involved with the [Saskatchewan Wheat Pool](/source/Saskatchewan_Wheat_Pool), the Sherwood Co-op Association and the Lions and Cosmopolitan Clubs.{{citation needed|date=June 2012}}

Eiling retired from politics in 1980, moving to North Battleford and later [Regina](/source/Regina%2C_Saskatchewan), where he died at the age of 84 in 1999.<ref name="esask"/>
