He was a member of the [Wisconsin State Assembly](/source/Wisconsin_State_Assembly), representing northern [Walworth County](/source/Walworth_County%2C_Wisconsin) in [1878](/source/31st_Wisconsin_Legislature) and [1879](/source/32nd_Wisconsin_Legislature). He subsequently served as chief clerk of the Assembly for four terms and was elected chairman of the [Republican Party of Wisconsin](/source/Republican_Party_of_Wisconsin) in 1896.

Born in [Ixonia](/source/Ixonia%2C_Wisconsin), [Wisconsin Territory](/source/Wisconsin_Territory), Coe went to [Wayland Academy](/source/Wayland_Academy%2C_Wisconsin) in [Beaver Dam, Wisconsin](/source/Beaver_Dam%2C_Wisconsin), and then to [University of Wisconsin–Madison](/source/University_of_Wisconsin%26ndash%3BMadison). He served in the Union Army during the [American Civil War](/source/American_Civil_War). In 1866, Coe was admitted to the Wisconsin Bar and was the editor of the ''Whitewater Register''. He served in the [Wisconsin State Assembly](/source/Wisconsin_State_Assembly) in 1878 and 1879 as a [Republican](/source/Republican_Party_(United_States)). He then served as chief clerk in the Wisconsin State Assembly in 1882, 1885, 1887, and 1889. He was head of the United States Pension Agency in [Milwaukee, Wisconsin](/source/Milwaukee%2C_Wisconsin) for ten years. He was also chairman of the Wisconsin Republican Party Central Committee.
