Scull was born in [Pittsburgh, Pennsylvania](/source/Pittsburgh%2C_Pennsylvania). He attended the common schools in Pittsburgh and preparatory school in Steubenville, Ohio.[ He studied law and was admitted to the [Westmoreland County](/source/Westmoreland_County%2C_Pennsylvania) bar in 1844.][{{cite web |title=Guide to the Papers of the John Irwin Scull Family, c1736-1956 |url=https://historicpittsburgh.org/islandora/object/pitt%3AUS-QQS-MSS90/from_search/ca8e58282d44cbd9569f726020dc8d50-2 |website=www.historicpittsburgh.org |accessdate=20 December 2019}}] He moved to [Somerset, Pennsylvania](/source/Somerset%2C_Pennsylvania) in 1846 and practiced law until 1857. He served as [prothonotary](/source/prothonotary) and clerk of the court for three years.

Grant](/source/Ulysses_S._Grant) in April 1869, and again appointed collector, on March 22, 1873, and served until August 1883, when the district was consolidated with another. He published and edited the ''Somerset Herald'' from 1852 to 1887 and worked as president of the First National Bank of Somerset until his death.[
Scull was elected as a Republican to the [Fiftieth](/source/50th_United_States_Congress), [Fifty-first](/source/51st_United_States_Congress), and [Fifty-second](/source/52nd_United_States_Congress) Congresses. After his time in Congress, he retired to Somerset. He died in Somerset.
