**Edward Leong Che-hung** [GBM](/source/Grand_Bauhinia_Medal) [GBS](/source/Gold_Bauhinia_Star) [OBE](/source/Order_of_the_British_Empire) [JP](/source/Justice_of_the_Peace#Hong_Kong) ([Chinese](/source/Chinese_language): 梁智鴻, born 23 April 1939) is a Hong Kong physician and politician who served as a non-official member of the [Executive Council of Hong Kong](/source/Executive_Council_of_Hong_Kong) from 2005 to 2012. He previously represented the [medical](/source/Medical_(constituency)) [functional constituency](/source/Functional_constituency_(Hong_Kong)) in the [Legislative Council](/source/Legislative_Council_of_Hong_Kong) from 1988 to 2000, and was Chairman of the Council of the [University of Hong Kong](/source/University_of_Hong_Kong) from 2009 to 2015.

## Early life and education

Leong was born in [British Hong Kong](/source/British_Hong_Kong) to a family of doctors in 1939 and spent his childhood in the [Yau Ma Tei](/source/Yau_Ma_Tei) neighbourhood of [Kowloon](/source/Kowloon), growing up in a subdivided flat on Hak Po Street.[2] Leong briefly attended [Maryknoll Convent School](/source/Maryknoll_Convent_School) before switching to [St Joseph's College](/source/St_Joseph's_College%2C_Hong_Kong), where he received most of his primary and secondary education before moving to [Queen's College](/source/Queen's_College%2C_Hong_Kong) for his final year of [A-Levels](/source/Hong_Kong_Advanced_Level_Examination).[3][4] He subsequently enrolled at the [University of Hong Kong](/source/University_of_Hong_Kong), graduating in 1962 with a [Bachelor of Medicine](/source/Bachelor_of_Medicine) and [Bachelor of Surgery](/source/Bachelor_of_Surgery).[5]

## Career

### Early medical and academic career

Leong became a doctor after graduating, specialising in [urology](/source/Urology) and [nephrology](/source/Nephrology).[6] He joined the [medical faculty of HKU](/source/Li_Ka_Shing_Faculty_of_Medicine) as a lecturer in the Department of Surgery in 1966, rising to senior lecturer and finally [reader](/source/Reader_(academic_rank)) when he left the university in 1978. Leong was elected president of the [Hong Kong Medical Association](/source/Hong_Kong_Medical_Association) in 1988.[5]

### Legislative Council

He was elected to represent the medical constituency in the [Legislative Council of Hong Kong](/source/Legislative_Council_of_Hong_Kong) in the [1988 election](/source/1988_Hong_Kong_legislative_election),[7] unseating [Chiu Hin-kwong](/source/Chiu_Hin-kwong). He was successfully re-elected in the [1991](/source/1991_Hong_Kong_legislative_election) and [1995](/source/1995_Hong_Kong_legislative_election) elections, and was elected to the [provisional Legislative Council](/source/Provisional_Legislative_Council) by the 400-member [Selection Committee](/source/Selection_Committee_(Hong_Kong)) in the [1996](/source/1996_Hong_Kong_provisional_legislative_election) election. He ran for re-election for the last time in [1998](/source/1998_Hong_Kong_legislative_election), before standing down at the [2000](/source/2000_Hong_Kong_legislative_election) election. He was Chairman of the House Committee of the Legislative Council for many years and often presided over debates in the Council as Deputy President. Leung also served as a member of the [Basic Law Consultative Committee](/source/Hong_Kong_Basic_Law_Consultative_Committee).

### Later career

Leong was appointed as the chairman of the [Hospital Authority](/source/Hospital_Authority) in 2002, but stepped down two years later due to mishandling of the [SARS outbreak](/source/2002%E2%80%932004_SARS_outbreak). During his leadership, the HA was ill-prepared for the severe pandemic. He failed to coordinate among different clusters to formulate an effective and comprehensive strategy to respond to the disease.[8]

After leaving the Hospital Authority, Leong served as a non-official member of the Executive Council from 2005 to 2012. He was chairman of the [HKU Council](/source/University_of_Hong_Kong#Governance) until 6 November 2015 and also chairman of the Standard Working Hours Committee.[9][10]

Leong was awarded the [Gold Bauhinia Star](/source/Gold_Bauhinia_Star) in 2001 and the [Grand Bauhinia Medal](/source/Grand_Bauhinia_Medal) in 2010.

## Personal life

Leong is married to Lilian Fung, who was head of the radiology department at [Queen Mary Hospital](/source/Queen_Mary_Hospital_(Hong_Kong)). The couple have three children. Leong's brother, [John Leong](/source/John_Leong_Chi-yan), is also a physician and served as Chairman of the Hospital Authority from 2013 to 2019.
