Rae was born in [Mataura](/source/Mataura) in 1888. He received his education at [Knox College](/source/Knox_College%2C_Otago) and at [Otago University](/source/University_of_Otago), where he gained an [MA](/source/Master_of_Arts) and a diploma of education. He was in the [NZEF](/source/New_Zealand_Expeditionary_Force) in World War I.{{sfn|Gustafson|1986|p=338}} He taught at East Cape School in Invercargill for ten years, and was then Vice-Principal (1924–1929) then Principal (1929–1947) at the [Auckland Teachers' Training College](/source/Auckland_College_of_Education).[{{DNZB |Renwick |William |5r1 |Rae, Duncan McFadyen |24 November 2012}}]
Rae represented the [Auckland](/source/Auckland) electorates of {{NZ electorate link|Parnell}} from [1946](/source/1946_New_Zealand_general_election) to 1954, and then {{NZ electorate link|Eden}} from [1954](/source/1954_New_Zealand_general_election) (succeeding [Wilfred Fortune](/source/Wilfred_Fortune)) to 1960, when he retired.{{sfn|Wilson|1985|p=228}} Rae suggested that an organisation for the protection of the country's heritage should be set up and put in a [private member's bill](/source/private_member's_bill) in 1953. Whilst this did not proceed, the [First National Government of New Zealand](/source/First_National_Government_of_New_Zealand) (of which he was a member) took responsibility of the issue and the [Historic Places Act 1954](/source/Historic_Places_Act_1954) was passed, which established the National Historic Places Trust as a [non-governmental organisation](/source/Non-governmental_organization) (NGO). Rae was made [Consul-General to Indonesia](/source/List_of_ambassadors_of_New_Zealand_to_Indonesia) (1961–1963) then Chargé d'Affaires to Indonesia (1963).[{{London Gazette |issue= 42872 |date=1 January 1963 |page=39 |supp=y }}] He died suddenly on 3 February 1964 in Auckland.
