Born in [Sandstone, Minnesota](/source/Sandstone%2C_Minnesota), Carlson served in the [United States Air Force](/source/United_States_Air_Force). He received his bachelor's degree and veterinary science degrees from the [University of Minnesota](/source/University_of_Minnesota). He served in the [Minnesota House of Representatives](/source/Minnesota_House_of_Representatives) from 1971 to 1975 and from 1977 to 1991 as a [Republican](/source/Republican_Party_(United_States)). Later, Carlson served as [Pine County, Minnesota](/source/Pine_County%2C_Minnesota) commissioner.
